Mr. Gardner is President of Gardner Pinfold, a position he has held since the firm began operations in 1980. He is trained in law and economics, complementary disciplines highly applicable to his areas of specialization. Over the years, Mr. Gardner has advised various Royal Commissions and federal and provincial Task Forces. He has also served as an advisor to the Government of Canada in international arbitrations. His project experience in Canada is nation-wide. Mr. Gardner also has extensive international experience, with assignments in some 35 countries for such agencies as CIDA, the Asian Development Bank, the World Bank and the Asia Pacific Economic Cooperation forum.

During his consultancy career, he has authored over 200 major reports. He has also published articles in academic journals and presented research papers at numerous conferences. He has testified before the National Energy Board and the Nova Scotia Utility and Review Board.  

Vice-President - Thomas A. Pinfold, B.A., M.A., Ph.D.

Dr. Pinfold is Vice-President of Gardner Pinfold, a position he has held since the firm began operations in 1980. He is trained in both the quantitative and qualitative aspects of economics, an important strength he has used to advantage during his 30 years of program evaluation work. His economic analysis and program evaluation experience spans all ten provinces in Canada. His consulting assignments have called for a variety of applied economic analyses including cost-benefit analysis and economic impact analysis. These assignments cover topics such as sustainable development, community economic development, tourism, sector-specific projects in forestry, commercial and recreational fishing, agriculture, minerals, offshore petroleum development, and a rich variety of policy and planning issues. His international experience covers eight countries with assignments for CIDA and the former International Centre for Ocean Development.

During his consultancy career, he has directed or written over 200 major reports including over 80 evaluation assignments. He has also facilitated numerous workshops for the Canadian Evaluation Society on cost-benefit analysis and the Essential Skills Series training workshop for evaluators.  

Vice-President - Robert Fraser, B.A. [Economics]

Mr. Fraser is a Vice-President of Gardner Pinfold. He has been with the firm since 1981. His formal university education specialized in economics, business administration and math. Since he graduated from university, he has completed a number of graduate level courses in economics at Dalhousie University. Through his professional career, he has developed and applied his analytical skills to numerous consulting assignments.

Since joining Gardner Pinfold, he has been an analyst on over 150 of the firm's studies. His project work has taken him across Canada and to eight other countries. In this work, Mr. Fraser has been responsible for virtually all aspects of project implementation from data collection, interviewing and quantitative and qualitative analysis, and report writing, to project management.

Gregor MacAskill is an Economist with Gardner Pinfold. He brings a wide variety of skills and experience to the Team. Since joining Gardner Pinfold in 2006, Mr. MacAskill has been involved in many studies addressing economic analysis, feasibility and labour market issues. He has undergraduate and graduate training in economics, statistics and social science research methods, all of which contribute greatly to our firm. His strengths are in data gathering and synthesis, interviews and facilitation, socio-economic and cost-benefit analysis, statistical analysis, report writing and presentation. In addition, he can offer his services equally in French and English.

Mr. DeBow is an Economist with Gardner Pinfold. He has been with the firm since 2006. His training in economics, business, and international development adds a unique perspective to his work with the firm. Since joining Gardner Pinfold, he has been involved in several studies involving energy, agriculture, human resources and community development. His strengths are in data gathering and research, statistical analysis, interviewing, project coordination and group facilitation. Prior to joining Gardner Pinfold, Mr. DeBow worked with several community and International development organizations in Canada and overseas.
